Why Unemployment Benefits Differ In Texas Florida And California

A worker in Austin Texas ZIP 78701 with total base period wages 28000 dollars and highest quarter 9000 dollars sees different weekly benefit than same wages in Miami Florida ZIP 33101 and Los Angeles California ZIP 90001. Texas uses total base wages divided by 25, so 28000 divided by 25 equals 1120, capped at latest maximum 625 dollars, minimum 72 dollars. Florida uses high quarter divided by 26, so 9000 divided by 26 equals 346, capped at maximum 275 dollars low, minimum 32 dollars. California uses high quarter divided by 26, so 9000 divided by 26 equals 346, capped at maximum 450 dollars, minimum 40 dollars. Same wages, Texas 625, Florida 275, California 346 — Florida pays least due to low max.

Maximum weeks also differ. Texas regular benefits 26 weeks, California 26 weeks, New York 26 weeks, Illinois 26 weeks, Ohio 26 weeks, Michigan 20 weeks, Florida 12 weeks when unemployment rate low, up to 23 weeks when rate high. Total benefits limited to 26 times weekly benefit or one third of base period wages, whichever is less. Example total base 28000, one third equals 9333 dollars. If weekly 346 times 26 equals 8996 dollars, cap is 8996, not 9333. If weekly 625 times 26 equals 16250, cap is 9333 due to one third rule, so total limited.

Dependent allowance changes Illinois and Michigan. Illinois adds 10 percent per dependent up to 2 dependents, so weekly 346 times 1.20 equals 415 dollars capped at maximum 542 dollars. Michigan adds 6 dollars per dependent. A worker in Chicago Illinois ZIP 60601 with 2 dependents gets higher weekly than same wages in Dallas Texas ZIP 75001 where no dependent allowance.

What Drives Weekly Benefit Inside Real Formula

First driver is state formula. Most states use high quarter divided by 26, which approximates 50 percent of average weekly wage in high quarter. Example high quarter 9000 divided by 26 equals 346. Texas uses total base divided by 25, which averages all quarters. Example total base 28000 divided by 25 equals 1120 capped at 625. Ohio uses 50 percent of average weekly wage, average weekly equals total base divided by 52, weekly benefit equals total base divided by 104, example 28000 divided by 104 equals 269 dollars. Michigan uses high quarter times 4.1 percent, example 9000 times 0.041 equals 369 dollars.

Second driver is state minimum and maximum. Each state sets minimum and maximum weekly benefit. Texas minimum 72 maximum 625, Florida minimum 32 maximum 275, California minimum 40 maximum 450, New York minimum 104 maximum 504, Illinois minimum 51 maximum 542, Ohio minimum 135 maximum 564, Michigan minimum 150 maximum 362 with latest data. Weekly benefit raw is capped within min max. Example raw 346 in Texas capped at 625 stays 346, raw 800 capped at 625 becomes 625.

Third driver is monetary eligibility thresholds. Most states require high quarter wages at least a threshold and total base at least 1.5 times high quarter. Example high quarter 9000, total base must be at least 13500, actual 28000 meets. Also high quarter must meet state minimum like Texas 1500, Florida 3400. If not met, not monetarily eligible, weekly zero.

Fourth driver is part time earnings disregard. If you work part time while claiming, state disregards small amount then reduces benefit. Texas disregards 25 percent of weekly benefit, California disregards 25 percent or 25 dollars whichever higher, Florida disregards 58 dollars, New York disregards first 25 percent then reduces. Example weekly 346, part time 200, Texas disregard 86, earnings above disregard 114, adjusted weekly 346 minus 114 equals 232 dollars. If part time exceeds weekly plus disregard, weekly zero.

Fifth driver is tax withholding and dependent allowance. Federal tax 10 percent optional, state tax 5 percent optional where taxable. California Texas Florida exempt state tax on unemployment, New York and Illinois tax it. Example weekly 346 federal 10 percent equals 34 withholding, after federal 311 dollars. Illinois with 2 dependents weekly 415 federal 10 percent equals 41 withholding, after federal 373 dollars.

How To Use Calculator Without Mistake

First, select state where you file claim. Choose Texas, Florida, California, New York, Illinois, Ohio or Michigan. State determines formula, minimum, maximum and maximum weeks. Florida low max 275, Texas high max 625.

Second, enter total base period wages for 4 quarters. Sum wages in first 4 of last 5 completed quarters. Example 7000 plus 9000 plus 6000 plus 6000 equals 28000. Total used for Texas total divided by 25 and for one third cap.

Third, enter highest quarter wages and second highest quarter. Highest quarter used for high divided by 26 formula. Example highest 9000, second highest 7000. Second highest helps check monetary eligibility total base must be at least 1.5 times high quarter.

Fourth, enter weekly part time earnings while claiming. Enter 0 if not working, 200 if part time 200 dollars weekly. Calculator applies state disregard and reduces weekly benefit. If part time high, weekly may become zero.

Fifth, select weeks you plan to claim, dependents, tax withholding and Florida unemployment rate. Choose 4 weeks, 12 weeks, 20 weeks or 26 weeks max. Choose dependents 0 to 3, Illinois adds 10 percent per child up to 2, Michigan adds 6 dollars per child. Choose federal 0 or 10 percent, state 0 or 5 percent. Choose Florida rate low 12 weeks, mid 16 weeks, high 23 weeks — only affects Florida max weeks.

Understanding What Each Result Box Means

Weekly Benefit: Weekly before part time and tax, capped min max plus dependent. Example TX 625 FL 275 CA 346 for same wages.

Weekly After Part Time: After state disregard. Example 346 part 200 disregard 86 adj 232. If part time exceeds weekly plus disregard zero.

Weekly After Tax: After federal 10 percent and state 5 percent where taxable. CA TX FL exempt.

Total Benefits: Adjusted weekly times weeks claimed limited by state max and one third base rule.

Max Weeks And Cap: TX 26 FL 12-23 MI 20. Cap MIN(weekly*maxWeeks, TB/3).

Three Household Examples

Austin TX 78701 TB 28000 HQ 9000 0 part 20 weeks: WBA 625 total cap 9333 total 9333 eligible yes.

Miami FL 33101 low 12 weeks same wages 100 part: WBA 275 disregard 58 adj 233 total 2796 max 12.

Los Angeles CA 90001 TB 28000 HQ 9000 part 200 20 weeks fed 10 percent: WBA 346 adj 260 after tax 234 total 4680 max 26.

Mistakes That Break Unemployment Math

  1. Using total/26 for all states: TX total/25 OH total/104 MI high*0.041. Using high/26 for TX overstates.
  2. Ignoring min max caps: Raw 346 FL cap 275 raw 1120 TX cap 625. Ignoring overstates up to 845.
  3. Ignoring one third cap: Total limited to TB/3. Ignoring overstates up to 7000.
  4. Forgetting disregard differs: TX 25 percent CA max 25/25 percent FL 58. Same disregard mis calc up to 86.
  5. Dependent allowance where not allowed: Only IL MI allow. Applying in TX FL overstates 20 percent.
  6. State tax in exempt states: CA TX FL exempt. Withholding understates.

How To Budget After Estimate

Use result to budget gap. Weekly 625 TX vs previous 700 gap 75 weekly. Weekly 275 FL vs 700 gap 425 need emergency fund. Partial UI: 346 with 200 part adj 260 total 5200. Tax: weekly 625*26=16250 federal 10 percent 1625 due if not withheld. Check eligibility and work search and file weekly certification on time.

Important Limitationss To Remember

Weekly amount, duration and eligibility set by state agency based on wage records, separation reason, work search and able and available. Extended benefits depend on law and rate. Verify with Department of Labor and state agency. Rates change with law and wage base latest data.
